On June 26–27, 2026, Yaroslavl State Medical University will host the Third All-Russian Conference with International Participation “Ethics of Scientific Research and Global Social Transformations”, organized under the auspices of the Russian Bioethics Committee of the Commission of the Russian Federation for UNESCO and with the involvement of BRICS countries.

The Conference is organized by:
• The Ministry of Health of the Russian Federation,
• Yaroslavl State Medical University,
• The Russian Academy of Sciences,
• The Faculty of Global Processes, Lomonosov Moscow State University,
• The Russian Bioethics Committee of the Commission of the Russian Federation for UNESCO.

Conference Aim: To delineate approaches to resolving pressing issues in research ethics, scientific integrity, and the ethical underpinning of technological sovereignty.

UNESCO

At the meeting of the General Assembly of the Commission of the Russian Federation for UNESCO on December 23, 2025, Russia’s role in discussing recommendations concerning the ethics of neurotechnologies was emphasized.

The conference held in Yaroslavl under UNESCO’s auspices was highlighted. During the 2025 conference, members of the Russian Bioethics Committee of the Commission of the Russian Federation for UNESCO conducted consultations on the examination of the draft UNESCO Recommendations on the Ethics of Neurotechnologies. Based on the outcomes of these consultations, comments and proposals on the text of the document were agreed upon. A substantial portion of the proposals put forward by Russian experts was incorporated into the final text of the international Recommendations on the Ethical Aspects of Neurotechnologies, adopted in November 2025 at the 43rd General Conference of UNESCO in Samarkand (Republic of Uzbekistan).
 

Following the 2025 conference, a team of authors prepared the Guidelines on the Ethics of Scientific Research for publication in 2026. The presentation of the Guidelines took place on March 3, 2026, at a meeting of the Council on Ethics of Scientific Research under the Presidium of the Russian Academy of Sciences. A distinct section of the Guidelines is devoted to the ethical dimensions of the development and implementation of neurotechnologies.
